State and federal regulators are considering permitting work at Jackson Hole Mountain Resort intended to improve skiing — under a permit typically used to enhance or restore streams. Water quality advocates, however, are skeptical. They argue that Nationwide Permit 27 — typically used to “fast track aquatic habitat restoration projects” — shouldn’t be used to improve resort skiing or grooming operations.
