Dear Teton County Commissioners:
The Water Quality Management Plan (WQMP) is the first step in a journey towards a comprehensive approach to protecting and restoring Jackson Hole’s precious surface water and groundwater. I recognize that the WQMP has positive recommendations and includes the development of a zoning tool to shape land use decisions to better protect water quality.
However, this 20-year plan still requires a long-term vision, and the following still needs to be addressed:
1. Government Cooperation and Funding: Hire a strategic advisor to evaluate economies of scale, capital resource pooling, and accessing the once-in-a-generation funding opportunities for Town and County water quality infrastructure available through 2026.
2. Wastewater Treatment Plants: The lack of a holistic evaluation of wastewater plants does not address the WQMP’s primary purpose, which is to improve water quality. A targeted goal for county-wide sewer connections is needed.
3. Impaired waterways: The Water Quality Protection Overlay analysis did not adequately address waterways already impaired from pollution, including Fish Creek, a Class 1 waterway.
Please request that Trihydro strengthen its recommendations of water quality protection standards, regulations, and targets.
Additionally, I urge you to demonstrate a firm commitment by hiring a strategic advisor to advance government collaboration and prioritize accessing the significant infrastructure funding needed to implement the Water Quality Management Plan.
Now is the time for bold action to protect Jackson Hole’s water resources.
